Establishment

The Bauchi State Universal Basic Education Board (BASUBEB) was established in August 2005 to repeal Law No. 6 of 1994 that established the State Primary Education Board. The establishment of the Board aligns with the Universal Basic Education (UBE) Act, which mandates states to create State Universal Basic Education Boards.

The objective of establishing the Board is to provide free, compulsory and universal basic education to all children of school age up to Junior Secondary School, including Nomadic Education Centers, thereby contributing to the achievement of Sustainable Development Goal 4 on quality education.

Legal Framework

The Bauchi State Compulsory Free Universal Basic Education Law, 2005 sets out a comprehensive policy to provide free, compulsory, universal basic education for every child of primary and junior secondary school age. The law requires parents and guardians to ensure that children of school age in their care attend school.

The Bauchi SUBEB law establishes a Local Government Education Authority (LGEA) in each of the 20 local government areas of the State, all subject to the control of Bauchi SUBEB. This structure ensures effective decentralization and grassroots implementation of basic education policies.

The law is fully consistent with the UBE Act and the Nigerian Constitution, reiterating principles of free, compulsory, universal basic education and establishing clear procedures for financing education and operational oversight.

Organizational Structure

The Board is headed by a full-time Executive Chairman who serves as the Chief Executive and Accounting Officer. The leadership structure includes:

  • Representative from Ministry of Finance
  • Representative from Ministry of Justice
  • Representative from Ministry for Local Government Affairs
  • Representative from Parents Teachers Association
  • Representative from Nigerian Union of Teachers
  • Representative from Women Groups
  • Representative from Federal Ministry of Education (Quality Assurance Division)
  • Secretary to the Board

Directorates

The Board operates through ten (10) specialized directorates:

Administration and Human Resources

Coordinates activities of all directorates, manages staff establishment, salary administration, and office accommodation

Finance and Accounts

Manages financial transactions, disbursements, account reconciliation, and financial reporting to UBEC and state government

Planning, Research & Statistics

Develops strategic plans, conducts research, manages Education Management Information System (EMIS), and handles data collection

Physical Planning

Oversees infrastructure development, construction and renovation projects, tender processes, and project supervision

Educational Support Services

Ensures quality teaching and learning, coordinates curriculum implementation, and provides instructional support

Monitoring and Evaluation

Conducts quality assurance, monitors school performance, and evaluates program effectiveness across all LGEAs

Upper Basic

Manages Junior Secondary Schools, coordinates BECE examinations, and oversees JSS teacher development

School Services

Handles school establishment, library services, sports activities, guidance and counseling, and health programs

Social Mobilization

Engages communities, manages School-Based Management Committees (SBMC), and conducts enrolment drive campaigns

Special Programs and Early Childhood

Oversees Early Childhood Care and Development Education (ECCDE), special needs education, and nomadic education

Key Functions

The Board performs essential functions as mandated by its enabling law:

  • Provide free, compulsory and universal basic education to every child
  • Formulate and implement UBE policy guidelines
  • Advise State Government on funding and development of basic education
  • Establish Basic Education Database and conduct research
  • Manage Primary Schools, Nomadic Education Centers and Junior Secondary Schools
  • Post and deploy staff including interstate transfers
  • Disburse funds from Federal, State, and Local Governments
  • Retire and re-absorb teaching and non-teaching staff
  • Undertake capital projects and rehabilitate infrastructure
  • Assess and fund salaries and allowances for staff
  • Prepare testimonials and certificates of service
  • Deal with leave matters including annual vacations
  • Procure and distribute instructional materials
  • Monitor and supervise private primary schools
  • Coordinate assistance from development partners
  • Carry out mass mobilization and community engagement
