Historical Journey

The Bauchi State Universal Basic Education Board (BASUBEB) was established in August 2005, repealing Law No. 6 of 1994 that established the State Primary Education Board. The objective of establishing the Board is to provide free, compulsory and Universal Basic Education to all children of school age up to Junior Secondary School, including Nomadic Education Centers.

Historical Education in Bauchi

1994

State Primary Education Board

Law No. 6 of 1994 established the State Primary Education Board, laying the groundwork for organized primary education administration in Bauchi State.

1999

Universal Basic Education (UBE) Program Launch

The Federal Government of Nigeria launched the Universal Basic Education program, setting the foundation for basic education reform across the country.

2004

UBE Act Enactment

The National Assembly passed the Universal Basic Education Act, providing the legal framework for states to establish their own SUBEBs, making basic education free and compulsory.

August 2005

BASUBEB Establishment

Bauchi State enacted the Compulsory Free Universal Basic Education Law, officially establishing BASUBEB to repeal Law No. 6 of 1994. The Board created Local Government Education Authorities (LGEAs) in all 20 LGAs to manage primary schools, nomadic education centers, and junior secondary schools.

2013

Finance and Accounts Directorate Created

Government circular letter No.GO/GA/S/CMT/49/T.18 dated 8th January, 2013 established the Directorate of Finance and Accounts to ensure proper financial management and disbursement of funds.

2014-2016

Major Infrastructure Development

BASUBEB accessed UBEC/SUBEB Intervention Funds totaling N5.74 billion for the provision of physical facilities in basic education schools. The 2014/2015 intervention achieved 97.84% execution rate, while the 2016 intervention reached 83.67% completion.

2015

Educational Support Services Directorate

Following the Government white paper on re-structuring of directorates, the Educational Support Services Directorate was established to enhance quality assurance, monitoring and evaluation across all schools.

2016

Capacity Building & International Recognition

Over 21,457 teaching and non-teaching staff promoted across 20 LGEAs. Board's contingent took 3rd position in Lafarge African National Literacy Competition in Gombe.

2018

International Achievement

Five JSS students represented Bauchi State at the Oldham Cup debate competition in Singapore in April 2018 among 5 nations. The contingent won first place, representing Nigeria with distinction.

2019 - Present

Sustainable Development & Digital Transformation

Under Governor Abdulkadir Bala Muhammed's administration, BASUBEB launched the "Enrol All to the Classroom" initiative, focusing on climate change adaptation, greening school environments, and increasing access for out-of-school children while improving teaching and learning outcomes.

Major Achievements (2015-2019)

Staff Development

• Promoted 21,457 teaching and non-teaching staff across 20 LGEAs
• Conducted 5 staff establishment committee meetings involving 145 senior staff (GL 07-15)
• Trained 495 staff through seminars, workshops and long-term courses
• Facilitated absorption of 150+ teachers from FTS Scheme

Infrastructure Development

• Executed projects worth N5.74 billion (2014/2015 & 2016 interventions)
• 2014/2015 projects: N3.66 billion (97.84% completion rate)
• 2016 projects: N2.08 billion (83.67% completion rate)
• Established/upgraded 104 Junior Secondary Schools (2016-2018)

Educational Programs

• Purchased 10,000 textbooks for distribution across 20 LGEAs
• Trained 150 SSOs and 100 teachers on Jolly Phonics
• Procured instructional materials: N18 million worth of chalk, N750,000 dusters
• Established 100+ new schools (2016-2019)

UNICEF GEP3: Girls' Education Project in 6 LGAs (Alkaleri, Ganjuwa, Ningi, Shira, Toro, Zaki)
USAID NEI-Plus: Early grade reading program in 10 LGAs reaching 99,000 learners
UNESCO: School Meets Learner Approach for girls & women (ages 9-45)
World Bank BESDA: $611 million program for out-of-school children and literacy improvement

Recognition & Awards

• 3rd place at Lafarge African National Literacy Competition, Gombe (2016)
• 1st place at Oldham Cup International Debate, Singapore (2018)
• Distributed N220 million School Improvement Grants to 440 schools
